This is from correspondence regarding a railcar design. Both the person writing the message and the recipient obviously know what it refers to, but I'm in the dark. Here's all the context I have:

Непонятно. почему в неподвижном вагоне такой большой К – [number]? Мы научились достигать его даже
[smaller number]. Указывать К на стоянке меньше [number in between previous two numbers] некорректно.

Your confusion is understandable - the Russian grammar in that sentence is far from exemplary :)

On second thought, 'as low as' probably takes care of 'даже', so 'even' is superfluous.
