IMHO: "как по отдельности, так и все вместе" is used with reference to "systems and equipment".

If the sentence read, "... как по отдельности, так и всеМ вместе", then this fragment might refer to "applicable requirements", and Rachel would probably have it right. As it is, I’m not sure that the sentence would make perfect sense grammatically if we followed the other line of thinking. Of course, that's only my take on the situation. I would hate to mislead anyone…
