Возможно Вы правы, Игорь.
Эта копия очень плохого качества. Буква выглядит как з или 3, хотя "в" это вполне возможный вариант. Я думаю, что это самое логичное решение в данных условиях.

по логике вещей могло бы быть "в/о" восстановительное отделение

Unfortunately, this doesn't fit the content. This is from a "recommendations" section of a discharge summary of a cardiac patient who had undergone coronary angioplasty. The patient was recommended to continue recovery at this type of cardiology facility, which is most likely outpatient. I thought it would be "заочное отделение", but it's not a college. May be this is not "отделение"? Some sort of пансионат, санаторий?

Kimberly, "з/о" could possibly mean "закрытое отделение" - either a secure ward for inmates or institutionalized psychiatric patients, or an isolation ward for immunocompromised patients or dangerous infections. Does this fit the context?
