Russian term or phrase: СП ОТДЕЛЬНЫЙ ОТРЯД ФПС РФ ПОГРАНКОНТРОЛЯ
I have just bought a cap badge (or possibly chest badge)consisting of a brass oval wreath with a silver Imperial two-headed eagle at the top and a silver shield over a saber crossed with a rifle in the center. The shield depicts a three-masted sailing ship (one sail on each mast) with the letters СП below it. Round the shield is a belt bearing the text ОТДЕЛЬНЫЙ ОТРЯД ФПС РФ ПОГРАНКОНТРОЛЯ. The threaded backing disk bears the words ЛЕНИНГРАДСКИЙ МОНЕТНЫЙ ДВОР which seems inconsistent with the eagle, but of course it may not be the original disk. I understand отдельный отряд and погранконтроль but not the abbreviations. I would be grateful if anyone could explain them or tell me anything else about this badge.

ФПС РФ means Federal Boundary (Frontier) Service of Russian Federation. СП can denote anything.

Explanation:
ФПС РФ - is quite clear if it is going along with ПОГРАНКОНТРОЛЬ. (Compare with ФСБ: Federal Security Service,- ex-KGB).
СП can be Special Subdivision, for example.
