Ellen, I would just go with the Russian grammar and say "a three-fold improvement in the number of numerical operations." The wider context might lead you to a different wording, of course.

My first thought was that it indicated an increase in a computer's number-crunching capability, but your clarification suggests that the improvement is algorithmic -- an area where the Russians have excelled.

(Maybe I'm missing something, but I don't understand the advantage of expressions with "three-fold", when we're going in the positive direction and we're not talking about % increases. But all the "three-fold" suggestions make me nervous, so I'm only putting confidence level of 3.)
