Can't agree with optimising algorithm here. An improvement on that scale means they have found a new, much better algorithm rather then tweaked and fine-tuned existing one.

neutral  Susan Welsh: I read it as "tens of millions," rather than such a specific number as 10^7. If they wanted to say 10^7, I should think they would say so.

2. If the code is extensive enough to be optimizable by so a large factor, it is obviously designed to compute a variety of problems of a certain type.
3. An optimization implies that the computational complexity is reduced by a factor.
4. Once this is done, the solution of a problem solvable by the algorithm will require a reduced amount of resources
It can be said that an algorithm must be optimized to significantly reduce computational costs
In other words, the computational costs of particular computations cannot be reduced without optimizing the algorithm
