A scientific institution is investigating an allegation of falsification of data and this body issues the findings.
"Court of honor" just sounds wrong for such a body, at least in the US. Is this simply "Board of Inquiry" or is there another,
commonly-used term in such organizations?

The Chair of the VMI Research Committee will conduct the procedures but will be an ex officio member. An individual may be excused by a majority vote of the Board upon the request of the individual under investigation. As necessary, the Chair of the Board of Inquiry will appoint a tenured member of the faculty to replace any individual so excused for the purposes of the investigation.

It would have perhaps been more helpful if I'd pointed out that this is
a Russian using a familar Russian term talking about a case of scientific
fraud in the US. I think Kirill's answer sounds on the money and is specific
to this case, not to mention being well-documented, as usual! :-)
