A scientific institution is investigating an allegation of falsification of data and this body issues the findings.
"Court of honor" just sounds wrong for such a body, at least in the US. Is this simply "Board of Inquiry" or is there another,
commonly-used term in such organizations?

It would have perhaps been more helpful if I'd pointed out that this is
a Russian using a familar Russian term talking about a case of scientific
fraud in the US. I think Kirill's answer sounds on the money and is specific
to this case, not to mention being well-documented, as usual! :-)
