The term is contained in a checklist of responsibilities for the ship agent; specifcially: "информирует об отводе судов на рейд, об окончании выгрузки (погрузки) опк". I'm not considering any translation, because I haven't a clue . . . Appreciate the help.

ship agent usually informs the principal (owners) about everything what happens with the vessel in the port: commencement of loading/discharging operations, completion of loading/discharging, whether the vessel is put on roads by order of port authorities/moved to anchorage where she will stay till further instructions, any shifiting from berths, moving to other harbour within the port area, etc.

"отвод" в данном случае говорит о том, что судно "отвели" (кто-то другой принял решение, а не само судно) на рейд (as per instruction), если бы судно само приняло решение об изменении своего места, судно бы "ушло", "отошло", "перешло" самостоятельно.
