"В советские годы проектная организация разрабатывала проект по ТЕХНИЧЕСКОМУ ЗАДАНИЮ организации-заказчика. Проектирование было трехэтапным - сначала выполнялся ЭСКИЗНЫЙ ПРОЕКТ в виде нескольких вариантов, затем по выбранному варианту разрабатывался ТЕХНИЧЕСКИЙ ПРОЕКТ, после утверждения которого заказчиком проектная организация проводила рабочее проектирование. На основании РАБОЧЕГО ПРОЕКТА составлялись СПЕЦИФИКАЦИИ НА МАТЕРИАЛЫ И ОБОРУДОВАНИЕ, поставляемые различными заводами-изготовителями в соответствии с общим государственным планом. Все эти этапы не имели полного соответствия с западной практикой, а поэтому перевод их названий либо носил буквальный характер, либо сводился к подбору наиболее близкого понятия и так или иначе требовал пояснений. Вот как переводились (да и сейчас переводятся) перечисленные выше этапы на английский: technical assignment (перевод "в лоб"), либо basic project package, либо Design Basis and Criteria, либо Statement of Work for Design, либо Request for Proposal..." цит. по книге Б. Климзо "Ремесло технического переводчика", Р.Валент, 2003. Рекомендую. Я обычно пользуюсь вышеприведенным термином.
