Reference: These abbreviations may be communication codes Reference information: i.e. - codes of some navigational aids or communication centers. The ship changed the onboard transmitter's radio frequency to their values while in their zone of responsibility. So if this is a military ship - then МВО = московский военный округ (its radio frequency). Just a guess, though...
