OK, not "steer" but apparently a ship's captain has some way of "pointing" the ship at the wave even if the steering is damaged (but perhaps not entirely unresponsive) or this advice wouldn't be in the instructions

  -> Yes, either way it appears that удерживать means the captain still has some way to orient the ship vis-a-vis the waves

You can omit "directly", as Gary says. But having the ship "lie" gets away from saying that you're steering it (with the busted rudder), without saying exactly how you're doing this.

Sentence from a Popular Science article, 1935, though I'm not sure the link will work:
"... a vessel of this class cannot depend on steam alone for safety in a storm--especially when the ship is forced to heave to, or abandon its course and lie headed directly into the waves."
