Russian term or phrase: фекальные воды,
I know - water with fecal matter in it. Is there a term of art (?) in the shipping world?

sewage

Explanation:
in my mind, сточные воды = waste water (contains various types of waste), фекальные воды = sewage (contains human waste)

fecal water

Explanation:
Why be fancy about it, 'fecal water' is clear and specific enough.

neutral  Sabine Akabayov, PhD: The websites you link to are all bad translations, so I wouldn't consider them a good source//Black water refers specifically to sewage. Also, I didn't disagree with you, I'm questioning your sources. Fecal water is not used much in this context

-> "Black water" is less specific (referring to a hazard class, not composition), but if the source text does not deal with e.g. recycling, it should be appropriate. Otherwise, feces are feces.
