While Управление can be translated either "HQ" or "Directorate" главное управление should be an administrative organization. If it were division, it would be "дивизия"; if unit, "часть".

If a управление has a начальник, it's administrative and should be translated "directorate"; if it has a штаб, it's a headquarters.

In Soviet times Civil Defense (there was no МЧС until 1990, and then in the RSFSR) was headed for practical purposes by a штаб, headed by a military officer while the nominal chief was the head of the исполком or Совет Министров (depending on the echelon of the organization)
