This does not mean necessarily calling at the port of shelter but vessels are very often encounter storms where there is no port in vicinity. На что указывает русское выражение Под защиту гавани. Дополнительно против захода в порт говорит экономика. В порт зашел - плати портовые сборы, а рядышком с портом и защищен и на халяву.
