- is it about the word "отток"?
- or about "мг/мн" part of it?

If it's the first, what's there to sue about? Customer migration from provider to provider is business as usual. Understanding this is important, since it's likely to affect the translation needed.

In that case it will be difficult to find a good equivalent. You see, what you describe is a perfectly valid business practice in English-speaking countries. I myself regularly get calls and offers like that and no, they don't violate any rules or regulations.

Perhaps "enticement" will do? Meaning that they entice other company customers with better offers. However, bear in mind it's not an exact match. But yeah, I would probably go with "enticement" for what you describe.

It's something about luring clients: Since June 2009, ОАО ___, acting through its agents, has been making target calls to XXX subscribers offering them to pre-select ОАО ____ as a long distance/international communication operator, and subscribers’ consents are recorded by ____'s equipment. The subscribers confirm their acceptance of the offer by pressing a key combination when dialing [No.___], etc.
