В Смольном утверждают, что цены на размещение в период проведения ПМЭФ гостиницы города устанавливают самостоятельно в рамках тарифов, определенных руководством отелей на год вперед.

This is about how expensive hotels are during the SPIEF. Smolny has not been mentioned until now. Is this the Smolny Institute? And if so, what does it have to do with tourism in St. Pete? Or is it the name of a hotel, or a tourism agency, or what? Any clues?

I suppose you could preserve local color by writing "Sources at 1 Smolny Way, where the city government is located, say that..." But if your audience is chiefly English-speaking, the efficient solution could be to omit Smolny and just say what it is.

Oops, sorry - I hadn't seen the discussion, in which the relevant info was already given. It's not Princess Shatagina's Smolny any more.

Thanks to all. I saw the Wikipedia entry, but never thought to look to the bottom of it. I wrongly assumed that the Smolny Institute must be a tourist site nowadays.
