Книга жалоб существует в России, а за рубежом ее называют "customer comment book" as Rachel mentioned earlier. If you're doing literal translation, then "complaint book" is fine, but if you need "cultural" translation...
Also, registering suggests getting a registration number or a confirmation. You might want to use "to write."
Although "may be written" is correct, I think "you may write" sounds better.
