Actually, I do not know what is written in the excerpt below (I do not know Russian). I just want to be sure that one of the sentences say "Thus all the charges connected with the payment of commission of banks are paid to the Seller". I'm not convinced that "paid to" is right. I believe it should be "paid by". Can sb confirm what I'm sayng?

I'm trying to translate the English version into Italian but the English is not excellent.

В случае, если Товар не поставлен при аннулировании заказа, предоплата (та же сумма) возвращается Покупателю в течение 90 календарных дней от даты аннулирования заказа. При этом все расходы, связанные с уплатой комиссионных сборов банков, оплачивает Продавец
