Non è la traduzione ideale ma nel dato contesto rende bene l'idea. "Рубить под самый корень" significa quello che è letteralmente: "tagliare alle radici", non far crescere qc, non far andare avanti qc o qn. Vediamo se domani mi viene in mente qc di meglio. Per adesso lascio questa variante.
