U tekstu na temu oglašavanja pominju se organizatori manifestacija i događaja kao lica koja su odgovorna za sadržaj oglasnih poruka koje se na njima prikazuju. Ja bih svaki od tih termina inače pojedinačno prevela kao event, ali budući da je reč o nacrtu zakona, ne znam imam li slobodu da dva termina zamenim jednim. Ima li neko neki zgodan predlog?

in this case I don't see the point of splitting hairs - the intention of the lawmaker is that any "event" of any kind will be subjected anyway to the same legal constraints, so there is no point going into subcategories.

[Anyway, it they are doing a serious job with this Draft legislation, they should have a whole section with "definitions of terms" - even within one language not everyone agrees on the meaning of every single term! - end of digression]

It is true, these two nouns denote the same, but you might consider my suggestion, in case you decide to use two different translational variant after all.
'Manifestation(s)' is also in use, but I would avoid it, in order to avoid misleading meaning afterwards.
