what "дорада" means HERE is that this already "finished" text was changed/adapted/expanded to satisfy some additional requirements (i.e. "у складу са проширеним обавезама и унапређеним методолошким правилима")

If you take a look at any quality dictionary (that includes the etymology and real life sample of use of each term) you may find that that is exactly what an "amendment" is.

The context shows that "дорада" is used rather clumsily, and that the intended meaning is in fact "прилагодити / унети одговарајуће измене и допуне"

You can't take a clumsily used term as its face value while ignoring the context in which it's used.
