In the end I just called it "taxpayer withholding", in similar genomic fashion to the source text. Thanks to everyone for the "contributions"… :-)

withholding tax

Explanation:
What Is a Withholding Tax?

A withholding tax is an amount that an employer withholds from employees' wages and pays directly to the government. The amount withheld is a credit against the income taxes the employee must pay during the year. It also is a tax levied on income (interest and dividends) from securities owned by a nonresident as well as other income paid to nonresidents of a country.

estimated tax payments

Explanation:
I can't speak for the UK, but in the US there is no term 'self-withholding'.
There is a self-employmen tax, which is the SS and medicare contributions plus the estimated income tax.
This is paid periodically thoughout the year.

There was one reference to self-employment from Colombia and it involves a government agency so it is likely they have some formula and time schedule for payments to be made, which would be the same as estimated tax payments.
