It's repetition - "proceso de determinación de afección" means the same as "metodología para determinar la categoría" in the previous sentence.

I'd just say "The AAT [whoever or whatever that is] will carry out this process for all airports where..."

I don't know exactly what "categoría" refers to either, but that will presumably be apparent from the wider context.
