Spanish term or phrase: sin folio

This is for an invoice that describes the delivery of agave cactus from a farm to a tequila maker. After the delivery date, the description "SIN FOLIO" is added. This could possibly mean "no paper" but I suspect it means that the agave was delivered without leaves. This would make sense because only the central part of the agave plant is used to make tequila. Thoughts?? Insights?? Thank you!
