"Propulsor" means a device used to throw a spear or dart faster and further than can be done with the bare hand alone. They're usually called spear-throwers in English. There are various kinds, such as the pre-Hispanic Mexican atlati. There were used for hunting in Neolithic times and can be quite elaborate, though they're often very simple. They're very effective once you've got the hang of using them (I once had a go with one in an archaeological activity centre).

In principle it might mean "hooks for spear-throwers", implying hooks to be fitted to spear-throwers, but I don't think this is likely, because they didn't have hooks fitted to them, they were simply hooked devices (to engage the spear or dart so as to be able to throw it).
