agree  Amanda Foy: Natural turn of phrase - though I am curious about the difference between scaling down and scaling back. Would you use the latter differently, or is it perhaps a regionalism?

  -> Thanks. I would certainly concur with you in scaling back for US consumption, though I had in fact considered 'cutting back on ops'. The dichotomy for me has been hinted at by the asker's on a 'limited' basis = low vs. reduced, a subtle linguistic nuance.
