disagree  Robert Carter: No, "testigo" is never used in the Spanish phrase that is the equivalent of "in witness whereof" ("en fe de lo cual"). It's simply refers to one of the witnesses of the birth registration.

Explanation:
Foreign term "Un certificado de nacimiento" has same meaning such as Birth Certificate or Certificate of the birth. It is not existing term "witness" in this public document. In the document are only given terms: Doctor on duty, Medical Officer, Parents, respectively Mother's name and Father's name, and at end Informant (that has the role of a deliverer).
It stands written: "Birth Certificate - this certifies that (Children's name) was born to (mather's name, father's name).... They do not enter this term "witness" as a classic term, generally.
It is existing very different form of this document, but it depends on country that in question. Regards.
