From a long text setting out who is responsible for what on the construction and upkeep of a residential block. Other "Responsables" have been the Architect, the Chief Building Engineer, painters, the Community of Owners etc.

The nearest I can come is "plasterer" but I can't see how they would be responsible for a buildings resin cladding

That depends on the origin: "Paleta" is the Catalan name for "bricklayer" (Spanish: "albañil") and this one migh have "slipped"... if the author were catalan (or even if your original is, in fact, a translation from Catalan).

Otherwise, I see no reason for the term (exactly like you).

Yes, it's a text from Catalonia, there are other examples of Catalan words mixed up with the Spanish.

Not really sure but I found this on word ref

'paleta es el equivalente catalán de albañil, pero es de uso común en el castellano de Cataluña

  -> I was going to go for bricklayer but I am not sure that bricklayers install cladding or even work with it so doesn't seem logical that they would be responsible for it.
