The text is about the benefits offered by a motorway management and information system, which allows you to access any data pertaining to a motorway.

This is one of the system's modules:
Policía de márgenes: Localización de Policía de Márgenes, líneas de dominio y elaboración de informes personalizados

The module before it refers to expropriation of land and land limits/boundaries.

I think it refers to police that monitor boundary lines to make sure they're not being encroached upon, but I don't find many hits for 'Margin Police' and 'Boundary Police' has another meaning (border control).
