The first BrE definition of "commission" (verb) in Macmillan is "1 to officially ask for a piece of work to be done for you" http://www.macmillandictionary.com/dictionary/british/commis... and Oxford has "1 order or authorize the production of (something)" http://oxforddictionaries.com/definition/english/commission?... You can commission a portrait, but you can certainly also commission a report, a survey, a document. This means that the "encargado" tells people to produce the programme and then approves it when they send it to him/her.
