Here's my attempt:
The gradual loss of momentum in China continued to give reason for serious concern, although it is likely to be less serious.

But I'm just not sure if that is exactly what it means, any help would be greatly appreciated!

Explanation:
It actually means the opposite, though it's tricky to put into English without being clumsy.
You could actually write an entirely new sentence, e.g.:
"...concern. The fact this was expected makes it no less serious."
"...concern. The fact this was expected does not diminish its impact/gravity/etc."
