There seems to be some mix-up over what this (non-reinsurance) deductible (vs. insurance excess) is. This appears to be a tax relief deductible or tax allowance subtracted rather than an allowance in the sense of a grant, such as in the UK 'child tax credit' payable or, as ex UK PM Gordon Brown's disastrous and chaotic switch from a tax deduction has turned out in my bitter experience, non-payable or payable-back on every flimsy excuse under the sun.

Asker: Yes you are right, there may have been some confusion about whther this was an allowance or a tax relief. I wasn't able to deduce clearly which it was from the source paystub, as the wording was ambiguous and brief. Thanks for your comments.
