This is a sentence from a Mexican newspaper about the lumber industry as it relates to Mexico's economy and local foresting communities:

I wonder if this this conveys what I am after:

"Mexico is losing its forest-based industry,' he pointed out."

I am tempted to translate it as "industrial forestry base" but Google only have 4 hits with this term.
