La ciudad se ha desarrollado en un valle estrecho con topografia abrupta atravesada por mas de 200 rios y riachuelos y con varios sectores con suelos de condiciones geologicas inestables. It seems like a continuation of "construcción en laderas"

These are all flood risks : covering the slopes with concrete/tarmac prevents run-off from soaking into the ground, and leads to flooding. Serious flooding in Málaga last year was caused by just such overdevelopment on the hills immediately behind the coast. There was another problem - that of actually covering a dried-up river bed with buildings. But, although vertientes also means "manantial" in LAm, according to Collins, springs are so precious that it seems unlikely (but not impossible!) that these would be blocked on a regular basis, even accidentally.
