A question for Argentineans, since I do not seem to find exactly what is meant by "establecimiento". Is this a municipality?, an outpost? [MTIA]

In argentina "establecimiento" may refer to a farm (establecimiento agrícola) a school (establecimiento educativo), a factory, etc. "Facility" will give you the highest level of flexibility.

Daniel, your answer helped me to understand what was meant by it. However, I think after reading more context that it refers to human settlements, and is in fact an anglicised use in this case. So I am using settlement because it is the term that fits best for me and the rest of the translation.

"Premises" can cover the physical buildings etc of any kind of establishment. You could specify which kind of premises are being referred to, according to the subject of the survey, as Daniel Coria suggests, eg farm, factory etc.
