geographical and territorial characteristics of the borders Explanation: Of your three options, I like nature best, in the sense of character. But I think characteristics may be even better. It opens the way to be more specific about different borders but is still general/global in nature. |

Es sabido que un estado con una organización territorial ineficiente, afecta la eficacia de los planes de ordenamiento territorial. Por ello, en países como Alemania, antes de entrar a desarrollar sus políticas ordenadoras, se reformó su división territorial para generar espacios de administración y planificación más adecuados a las finalidades del ordenamiento, algo similar ocurrió en Francia con su organización regional (Massiris 1993a). Es en este contexto donde las reformas político-administrativas y territoriales del país adquieren sentido para el ordenamiento territorial. De hecho que una mayor autonomía de las entidades territoriales y una mayor capacidad de gestión como producto de las descentralización administrativa favorece las finalidades del OT, del mismo modo, una organización territorial basada en entidades funcionalmente integradas, espacialmente propincuas, culturalmente cohesionada e históricamente identificadas, constituye un marco óptimo para la actuación ordenadora. Sin embargo, el proceso de reorganización político-territorial del país, se desenvuelve dentro del marco de intereses políticos que marginan consideraciones planificadoras, especialmente en el marco regional, donde además, se presenta un manejo del concepto región y de regionalización muy confuso. Situación que también es visible entre las distintos centros de investigación regional que buscan aportar caminos y procedimientos para que las decisiones políticas, en materia de reorganización territorial, sean más ajustadas a la realidad del espacio nacional. the geography and territorial arrangement of its borders Explanation: I can't think of a word that collocates equally well with both adjectives, so suggest using the noun geography instead. The meaning is the same.
