ps, I should AVOID primary extractor as this means principal exctractor and here primario is used in its sense of initial which the English word primary does not have.

  -> all fishing is a primary industry but if you read http://www.minambiente.gov.co/documentos/dec_1681_040878.pdf Section 14 on you will see that this relates to artesanal and I think the idea here is that there must be a % of actual fisherman as opposed to.
