Local Council or Community Council Explanation: Just a suggestion. "Local councils is a universal term for community, neighbourhood, parish and town councils, and are the first tier of local government." (From the National Association of Local Councils - England). So, Local Council would be the blanket term for the lowest level of local government. I might be inclined to go for Community Council for Junta Vecinal because I think it fits the rural context.
