Looking at your subsequent question, I think the idea may be closer to "covered by the agreement" in this case.

I also made a mistake in the translation above, you don't need to write % after the nought.

agree  philgoddard: I think a percentage is redundant in this context. I'd just say "none of whose employees is covered by this agreement".
