En ese caso, me parece que una traducción literal no funciona mucho "are exempt from reporting individually"

Explanation:
In my opinion, there are issues with the Spanish because "declararlos" isn't (or at least shouldn't be) referring to "impuestos", but rather "renta" (income). So it should really read "declararla" (feminine, singular), as we don't report "taxes", we report "income".

By "de manera individual" they presumably mean each employee individually, as distinct or separate from the company, so you could translate this as "are exempt from reporting the income themselves" or "are exempt from reporting the income separately".

Most people don't really want to pay taxes or allow a basic tax margin to be deducted from incomes at source, and most people would probably wish to have more money in the first instance, short term answer to the needs and wants. However, the tax system is intrinsically for the good as it might help prolong employment, pay towards future pensions and help rescue ordinary people during times of misfortune throughout life. Employers would need to tax wages in order to help maintain long term and permanent employment, and pave consistency towards reasonable pensions.
