This looks like it should be easy, but I can't think. "commissioning cost" is what I have at the moment.

I checked the Becerra's dictionary and sure enough the second definition of habilitación seems to fit your text. Though, also indicated under the 3rd definition, habilitación could also refer to equipment/machinery.
