In this context, the phrase means 'to appeal', but I can't think of a way to say it that actually translates the original text.

Explanation:
I am familiar with the Chilean FOI system. If a citizen requests information and is not satisfied with the response, (s)he can submit - via the same on-line porta - a 'complaint' (known here, in this specific context, as a 'reclamo', not a 'recurso') to the 'Consejo para la Transparencia'.

¿Qué hago si no responden a mi solicitud?
El organismo al cual le ha solicitado información tiene 20 días hábiles para contestar su solicitud, si el le ha notificado una prórroga de entonces el plazo puede extenderse hasta 10 días hábiles más.
Si el organismo no ha contestado en ese plazo puede presentar un reclamo ante el Consejo para la Transparencia, para eso inicie sesión en el Portal de Transparencia y vaya al detalle de la solicitud sobre la cual quiere presentar el reclamo y haga clic en 'Hacer un Reclamo'.
Recuerde que una vez vencido el plazo que tenía el organismo para responderle tiene ustes 15 día shábiles para presentar el reclamo, si ese plazo aun no expira podrá hacer su presentación ante el Consejo para la Transparencia.

Explanation:
Rather than an appeal, claim or complaint, I think this may simply refer to transactions in general, especially if the text is referring to EDI or electronic invoicing. Hence, even basic transactions such as "solicitar información a todos los organismos públicos" can now be done online.

The e-SIC website tells us it can be used for simple requests for information, NOT ONLY APPEALS:
e-SIC:... "qualquier persona o entidad, transmitirá las solicitudes de acceso a la información, el seguimiento del tiempo y recibir la respuesta de la solicitud a los órganos y organismos ejecutivos federales".
