Explanation:

It seems that the matrimonio fuera de sede involves weddings between Ecuadorians and people from other nationalities.

What we normally do, in cases where you don't find any plausible explanation for abbreviations, is to find a suitable definition of the term in question and run a 'find' of the relevant abbreviation throughout the information/document.

In this case, I have found for H = habilitante and for E =Extranjero, which would be the most suitable hits within the context.

Habilitante refers to the documento de identidad habilitante and I would imagine they mean documento de identidad habilitante para extranjeros that I would translate as identity document for foreigners.

However, As we are not sure if the aforementioned suggestion for HE is the right translation, I would suggest to leave HE untranslated and insert an explanatory note in brackets. In addition, you could ask your client for more information or call or write to the office of the Registry where the wedding certificate was issued.

Solemnización de matrimonio fuera de sede de Registro Civil si uno o los dos contrayentes solteros tiene hijo/s menor/es de edad
Para el caso de extranjeros que previamente obtuvieron la cédula de identidad emitida en el Ecuador, este será el documento de identidad habilitante para el matrimonio.

En caso de que alguno de los contrayentes o testigos no hable el idioma español debe contar con un traductor.
