This is part of a decree for Colombia. One problem is that I can't use adult because there is a separate definition for adult. Perhaps, "For all legal purposes, use age of majority, or simply of legal age, to refer to anyone who has become eighteen (18) years of age."

So, it isn't that there are conflicting definitions but potentially conflicting ages (possibly when looking at older (former) legislation?)

Remember that many countries have amended the age of majority, which is different from marrying age or voting age etc., and which, in many cases, used to be 21 (e.g. it was reduced to 18 in the UK in 1970).
Also, a lot of wills specified (or still specify) 21 as the age to inherit and 21 was also the age where one could marry etc. without parental consent. In some places alcohol can't be bought before age 21. That's why the 21st birthday was seen as so important. In other countries, once married, at whatever age, you become an "adult".

Anyway, many countries, including Columbia, now have 18 as the age for becoming an adult for all purposes (or reaching age of majority=no longer being a minor).
