Rarely are there true synonyms in law, plus it is risky to assume that this legal couplet or doublet is tautologous, making either term redundant. Note that the web. ref. answer chosen, albeit clearly pointing to black-letter law and the spirit of the law for legal, draws a distinction between the two terms, then settles for a single term of legal.
