DECIMOQUINTO: Es el deseo de la testadora que, del balance de dichas cuentas, se pague el total de los gastos de su entierro y el resto sea dividido en partes iguales entre sus dos hijas.

DECIMOSEXTO: La testadora designa para el cargo de albacea con expresa relevación de fianza, a su hija XXX, y en adición a las facultades que le confiere al albacea el Código Civil, le otorga al albacea aquí designado lo siguiente:
(1) Tomar posesión de los bienes del caudal y cobrar sus rentas, productos y utilidades hasta que se efectué la partición.
(2) Pagar los gastos del entierro de la testadora y cualquier deuda contributiva que exista y el resto dividirlo como queda señalado.

Explanation:
I've come across this before. In some wills the executor/executrix is required to provide a guarantee or bond as security conditional on the faithful performance of their charge. Here, the testator is dispensing with that requirement.

Just found an article to support this:

"Albaceas y testamentos en Puerto Rico
...
La labor principal del albacea serán aquellas que estén designadas en el testamento y una de las principales será trabajar junto con los herederos forzosos para conservar los bienes. Debido a la delicadeza de ese nombramiento, la figura requiere la prestación de una fianza. Empero, en algunas instancias el testador puede dispensar de dicho requerimiento."
