"obrado" just means "found in"; instead of "orders" you might want to use "decisions", "rulings", depending on what exactly is in the ""autos".

un otrosí - if the expediente is an application and this is a claim made in the 'alternative'. Additional prayer for relief > West

estarse: 'to behave' or comply with.
