Low confidence here because I have not researched this.

The only basis for my answer is that I translate many Swiss French documents from the "Pouvoir Judiciaire" and this is in fact the the Courts and Tribunals administration authority, not the judiciary.

El Poder Judicial de la Federación es uno de los tres poderes de la Unión en los que divide el ejercicio del gobierno en México.
