Just to clarify, I didn't use the regular translation "within the framework" in this case because what the sentence is conveying is that all disciplinary measures must be in accordance with written rules, i.e., the employer can't just invent them on the spot. IMO, the idea is really "disciplinary measures may be taken as long as they are consistent with employment legislation and the company's own regulations."

In English, you wouldn't really be able to use "within the framework" at the beginning of the sentence, you'd need to switch things around and precede it by something like "...provided that they are within the framework of..."

Here's a couple of ideas:

"Misconduct may be subject to disciplinary measures, provided that they are taken within the framework of the employment legislation and the organization's own regulations."

"In accordance with the labor legislation and the organization's own regulations, disciplinary measures may be taken in cases of misconduct."
