Tengo una duda con el término "semilleros" en el siguiente contexto:

El Vicerrector de Investigación y Extensión Enrique Vera López destacó que este ascenso se dio gracias a diferentes estrategias que aplicó la UPTC, que comprenden el trabajo conjunto con las facultades, la participación de los **semilleros** y jóvenes para el reporte de información, así como incluir en las convocatorias internas este aspecto del impacto de la investigación en la sociedad. Añadió que con estas acciones se logra no sólo para repuntar en esta clasificación, sino también una mayor visibilidad internacional y un mayor impacto en el entorno.

UPTC se preocupa por la sociedad boyacense

No creo que se refieran a "nursery gardens" o "seedbeds"
